AWS and Azure both run H100 instances in the UAE. Neither runs H200 there, as of mid-2026. Availability of one tier doesn't mean availability of the next.

A Frankfurt server doesn't settle a CLOUD Act question
Choosing an EU-region on a US hyperscaler doesn't remove US CLOUD Act exposure. The server's location isn't the issue. The company's legal jurisdiction is. A US-based corporation can be compelled to hand over data even when that data sits on a server in Frankfurt.
